According to this statement which he is making daily it has cost the $5,000.00 office expense and the $4,000.00 for repairs or $9,000.00 altogether to get $27,000.00 worth of work done, or exactly one third of the money spent on the roads under his direction. For every $3.00 spent on the road it has cost you $4.00.

Is that efficiency? If you include the salary of Dew Drop, his straw boss, which is $1,800.00 per year or $7,200.00 for 4 years, then it stands this way:

The $7,200.00 paid Dew Drop taken away from the $27,000.00 paid for work, leaves $19,800.00 that was paid for work. Exactly 55 cents of work for every dollar of your money spent.

He says he distributed $15,000.00 to the 30 townships. That is $500.00 to the township. Did you get your $500 in your township? If you did not, some must have gotten $1,000.00 or more while you got none.

At Birdell, in the beginning of the campaign, he claimed to have built 102 miles of road. He seemed to be definite and certain at that time, just 102 miles—no more and no less. I did not dispute it. He thought I was easy and had swallowed that, so he added about 50 miles to that when he got to Biggers. He thought he was getting along so well that when he got to Running Lake he added another 50 miles. So now he says 200 miles. He built 102 miles before he started the campaign and 98 miles since we started.

Take away what he has paid office expense, repairs and his straw boss from what he says he spent on the roads and take the number of miles he says he has built, 200, he is claiming to build good roads for less than $100.00 per mile. If this could be broadcasted throughout the state and nation, he would be hailed as the Savior of this Bond-ridden country. In the face of these statements, how does he expect anyone to believe anything he says about the roads.

Now his statements on the county indebtedness and what he has saved the county are on a parity with what he says about the roads. I show what we owe by the county records. He begins by disputing the records. He charges the clerk with making an error of $2,700.00. Who are you going to believe, the clerk who has had 7 years experience keeping these records or a man who can't explain a financial record after it is made.

Now, listen to some more of his claims. He claims to have saved $26,000.00 by not building some bridges, after his Quorum court had made appropriations for building them with scrip. Why he just handed appropriations for bridges all around, but after the Commissioner's of Accounts had shown that to issue enough scrip to build these bridges would put so much scrip in circulation that it would be worthless, he came before the next Quorum court and told them he could not and would not build them with scrip. Now he comes before you and claims to have saved $26,000.00. Because he could not do what he tried to do, what does he take the people for—does he think you cannot see through this?

I have proved by the records that the floating indebtedness, the scrip out-standing and claims against the county, is fully as much or more than it was when he went into office. In addition you owe the 30 bonds that will cost you $58,250.00 to pay. I ask again, what has he done with it? He did not build any bridges. He says he built them out of the Highway Fund.

Please tell these people why it is that when you had a clean slate less than two years ago, when you paid all the old debts—highway and all out of the Bond Issue, everything up to October 7th, 1924, that there is not a dollar to pay for the last Circuit Court and claims on other funds being held up that will amount altogether to $5,000.00 or more that will have to be paid out of next year's appropriation. One fourth of next year's appropriation will be taken to pay what you will fall behind this year. Four years at this rate and you will be behind a whole year. When anyone has a claim against the county in November they will have to wait until the next October court to get their scrip. How are you going to pay what you are falling behind—make another Bond Issue?

You speak of getting the county on a cash basis. You told that Quorum court that was what you were going to do with the Bond Issue. You told them the county could not go in debt. Why is it that some can't get their claims allowed till next October and the bank will only pay 85 cents on the dollar for scrip and doesn't want it at that. If it was not that the collector takes the Jurors and certain other claims and scrip, the banks would be flooded with scrip and claims and it would not be worth 75 cents on the dollar, not withstanding your fruitless attempt to hold it up until after the election by unlawfully taking money from other funds to buy scrip and I want you to tell these people what you are going to do with this scrip you are buying. Are you going to cancel it, if so, how are you going to pay back to the fund from which you took it, or are you going to sell it and to whom? Are you going to take the loss, if you have to sell it like others at 85 cents on the dollar? What right or law authorizes this juggling with the county funds?

Why have you not answered me as to where you got the $1,529.25 that you drew a check on the county highway fund for, signed county highway fund, by G. W. Million, Judge, when you had not a cent in the Depository to the credit of this fund? Did you take it out of Bond money and where did you get the money to buy scrip? Did it not come out of the Bond money?

Why are you in plain violation of the criminal laws spending the people's bond money as shown by the following order as follows:

"Record 19, page 512—It is therefore considered ordered and adjudged by the court that $2,500.00 be and the same is hereby ordered to be withdrawn from the REFUND FUND and placed to the credit of a special fund, to be known as "SPECIAL FUND" said fund to be used only to pay off warrants under the special O. K. of the County Judge, or those warrants drawn on this fund."

Why did you pay out of this fund A. G. Dubois and W. T. Stubblefield as commissioners of accounts?

Why did you grant an order against this "Special Fund" to Arkansas Children's Home on July 28th, 1926, in the sum of $242.67? And the same was paid by warrant No. 769.

Why did you pay out of this "Special Fund" of the people's bond money the Grand Jurors last year in the sum of $407.00 when you had the law plainly before you telling you that it was a crime?

Why have you not answered my questions on these vital issues as shown by the people's records in their office at the court house? Why, Why, Oh Why?

My Fellow Countrymen and Countrywomen: Read the above record again and ask yourselves the question, "Does G. W. Million's record entitle him to a re-election to the THIRD TERM to this office over me?"
