WASHINGTON- (INS)- Sen. Carl Hayden (D) Ariz., said Thursday that it would not be necessary to raise the Federal debt ceiling to allow for more defense spending if postal operations had been placed on a "pay-as-you-go" basis 12 years ago. Hayden appeared before the Senate Post Office Committee to protest what he termed the "intolerable burden" imposed by the total five billion dollar post office department deficit since 1946. Hayden, chairman of the Senate Appropriations Committee, urged that "prompt action" be taken to "put the Post Office Department on a sound financial basis which will undoubtedly lead to improved service."
He told the Post Office Committee, which is considering postal rate increases, that "every other civilized country in the world" can make its postal service pay its own way and asked: "Why can't our government do it?"
Daniel Jaspan, of the National Association of Postal Supervisors, endorsed the administration's proposal for rate increase anticipated to bring in about $72 million dollars yearly in new revenues.
Harold F. Hammond, vice president, of the Transportation Association of America, told the committee his organization believed the parcel post service should be placed on a self-supporting basis in line with the Administration's bill.
Galls of the American Agriculturalist magazine, objected to proposed increases in second class mail rates, which, he contended, would "seriously threaten" his publication.
