These deserters seem to think we are still at war, or they would disperse without reporting themselves. Not to seek and send them back, is the most they should expect, and not that our officers should recognise them as deserters—We hold desertion as to our own army a capital, an aggravating and an embarrassing crime, and punish it with death.
On the 24th ult. four soldiers were executed in Canada for desertion—and ten have been sentenced to transportation.
Yet 23 deserters came into the American lines on the first of June.
The Commander in Chief in Canada, has proclaimed a pardon for all deserters who shall surrender themselves on or before the 24th of July next.
