HAYTI.

We yesterday noticed the proclamation of Boyer on taking possession of the city of St. Domingo. After stating that the National flag floated on every part of the island, and that "in this island of liberty there are no more slaves," he reminds the Haytians that "the re-union of the children of Hayti has, after much pain and trouble, been completed by my entry into the city of St. Domingo, which has been brought about by the protecting hand of God, who rules the destinies of nations." He recommends them to profit by the experience of 25 years of vicissitudes, and to continue to obey the laws, which would serve to show the fallacious hopes of their enemies, and demonstrate the correct reasonings of their philanthropic friends who still continue to defend their cause. He speaks of the excellence of their soil, and enjoins them to profit by its productions, and encourage foreign commerce. He next addresses "the old soldiers of the immortal Pétion the founder of the republic," telling them to continue to show themselves worthy of the just praises they had earned. To the inhabitants of the eastern part of the island, he recommends forgetfulness of their ancient condition, and to think now only of the happy days they would enjoy under their new government. "Haytians! (he continues) in vain do our enemies endeavor to alarm powerful foreign nations on the subject of the union of our country. The principles established by the articles 40 and 41 of our constitution gives us the ocean for our boundary, and forbid, by the 5th. article, that we form any enterprize to disturb the peace of the neighboring islands. We are a warlike and agricultural people, who will only take up arms to defend our independence; always generous and hospitable to those foreigners who live among us, and who respect the laws of the country." In conclusion, he says, that he no doubt was destined by the Divinity to give triumph to their cause: that all his life would be religiously devoted to promote the glory and prosperity of Hayti: and that he counts upon the aid and concurrence of all his fellow citizens to enable him to raise their nation to the rank it must occupy in the civilized world.
