A New Name for the French Mission.- The New York Herald of Sunday states that it has reason to believe that the question of " Who goes to France?" has been definitely settled by the selection of Judge John Y. Mason of this city for the distinguished post. If Judge Mason's name has been really put into the wheel for the French Mission we'll bet large odds on its coming out first. He belongs to that very highly popular and lucky class of men on whose success you may always hazard something with safety.
