We hear from New Windsor, that a gentleman was arrived there from Philadelphia which he left on Saturday the 13th instant, and brought with him a hand bill just printed, of which the following is a copy, viz:

By a vessel which arrived the 10th instant, at Baltimore, from Cadiz, (in Spain) we have the following intelligence -- That a cutter had arrived there the 22d of August, which brought the account that Minorca surrendered on the 17th of that month. The garrison consisting of 1023 prisoners, chiefly British, with 43 pieces of brass cannon, and 97 iron ditto, 13 mortars of different sizes -- with an immense quantity of ordnance stores of all kinds. Two frigates and 16 transports were taken the same day. -- And that the combined fleets under Don Luis de Cordova, were immediately to proceed to the blockade of Gibraltar.
