10 Billions for War; Pay Cuts on Job, Starvation for Jobless Is Boss Program

WASHINGTON, D. C.—Another step in the war preparations of the American imperialists was revealed by Assistant Secretary of War Payne, addressing the Society of Industrial Engineers at the Mayflower Hotel.

The most comprehensive plan for plunging the entire country into war and enslaving workers in the shops and as soldiers was outlined by the militarist.

Tells of War Plans.

In sketching their war plot Payne tells of how the imperialists are preparing for the next world slaughter.

"In my office are determined the methods the Army uses in the procurement of current supplies, and those to be employed in the event we should be thrust into a major war. In addition I have the responsibility of developing a plan under which the industrial and economic resources of this country can be mobilized into an efficient national team in the event of war."

Enslave Workers.

That the Wall Street government will only enslave the workers in factory and battlefield and allow the bosses to reap a rich harvest in unrestricted profits was made clear by Payne.

"It is true that there is no thought of purchasing or otherwise taking possession of privately owned establishments; but the government will, through a suitable industrial headquarters, exercise a firm control over American industry to insure the speedy, efficient and economical satisfaction of its material needs."

The capitalist tool hinted as to the role of the American Federation of Labor officials and the "socialists" and their like, when he spoke of "co-operative" bodies regulating prices and wages, etc.

Military Dictatorship.

A virtual militarist dictatorship will be in force when war is declared. Payne showed; in saying that the president would be able to "exercise his war-time duties of marshalling all our resources to the support of the nation as a whole."

That the huge war plots of Wall Street are maturing fast was divulged in the admission that already fourteen thousand manufacturing plants are ready to begin their assigned work as soon as the imperialists start their world slaughter.

The recent wild attacks against the Soviet Union by high government officials indicate the meaning of these war preparations. Now more than any other time of the imperialists must be fought.
