LATER FROM BUENOS AYRES.

Advices have been received from Buenos Ayres to the 8th of August. The papers contain the official recognition by Gen. URQUIZA of the independence of the Republic of Paraguay and the conclusion of a treaty of commerce, by which the free navigation of the rivers Paraguay and Parana is secured to the Republic of La Plata and Brazil. The English and French Commissioners had been presented to Urquiza. All the Provinces had given in their adhesion to the proposed national organization.
