Washington, D.C.: A projected cotton barter deal between the United States and Germany involving between $6,000,000 and $30,000,000 was reliably reported today to be threatened with collapse because of conflict with President Roosevelt's General World Trade Plans. The President was described by one authority, who declined to be quoted by name, as withholding a final decision pending a possible revised plan. Three of his diplomatic advisers, however, it was said by the same source, have urged that he reject the deal.
