Extract of a letter to the Editor, received per the Edward D. Douglas, arrived at New York, dated,
GIBRALTAR, October 22.
"O. Rich Esq. (U. S Consul at Valencia) bearer of Mr. Forsyth's despatches— relative to the late ratification of the treaty by the Spanish Cortes, arrived here this morning from Madrid, and has delivered the despatches on board the brig Pleiades for Philadelphia.
Mr. R. left Madrid on the 16th inst. and reports that all was tranquil in that capital, and that the Cortes were proceeding with accelerated energy in the adoption of measures calculated to consolidate the new system, and dispel the machinations of party.
"Respecting the Spanish Treaty, he says, it was presented to the Cortes by Senr. Perez de Castro, Secretary of State, with an elaborate report thereon, recommending it to their immediate consideration—that it was immediately taken up and discussed with the greatest mildness, and met with no other opposition than the two Deputies from the Island of Cuba,
"All the grants which formed a point of dispute before, are annulled by the Cortes—no condition whatever attached to the ratification—and finally, the treaty appears to have been brought before the Spanish Government upon its own merits, uninfluenced by foreign agency, and is sent to Gen. Vives with instructions to enter it to the United States, with an earnest expression of the sincerity of the Cortes in the measure they had adopted, and with a hope that it will be accepted in the spirit, and good faith with which it is offered."
