By Letters from Madrid of the 27th April, N. S. we are informed, that the Council of State have under Consideration a Memorial delivered by Mr. Keene, the British Ambassador, in which his Excellency lays down the properest Methods to prevent for the future all Disputes about Trade and Navigation in the West-Indies, especially in the Bay of Honduras: But they don't say how this Memorial is relished, or whether it is likely to be productive of an everlasting Harmony between Great Britain and Spain.
