The attempt made recently to convene at Washington a quorum of the corporators of the National Asylum for disabled soldiers and sailors, proved to be a failure. The presence of fifty corporators is required to effect an organization, but only twenty-three were present. We are gratified to learn, however, that this excellent project will no longer be delayed by the supineness of the one hundred individuals who were selected for its management. The corporators who did assemble determined, in view of the apparent impossibility of convening a quorum, to form a provisional organization, make by-laws, regulations, and commence the work for which they were appointed, depending upon Congress to legalize their action, and to make the said twenty-three members the corporators de facto. There is no doubt that Congress will sanction their action in this respect, for repeated trials have shown that it is useless to attempt a convention of the requisite number of original corporators. The work of erecting the proposed asylum will therefore be commenced at an early day.
