Extract of a letter from Philadelphia, to the Editors of this paper, dated Jan. 7.
"Gentlemen,
I observe a paragraph in the Boston Chronicle, reflecting upon the majority of the Senate, for negativing the President's nomination of Mr. RUTLEDGE for Chief Justice—the writer imputes it to a vindictive and party spirit; this is a wrong representation; the majority of the Senate of the United States, have certainly more magnanimity than to seek vengeance upon any one, and more especially upon an individual, merely because he had, when in a fit of lunacy, manifested a high degree of indiscretion—the fact is. however painful it may be to relate, Mr. Rutledge frequently incapacitates himself, and plunges into voluntary lunacy, and not only so. but we are credibly informed, -that he lately made an ATTEMPT UPON HIS OWN LIFE!
The former of these circumstances the Senate were acquainted with, before they negatived his nomination; the latter. it is true, came to their knowledge within two or three days after.
Certainly the Senate are justifiable in not placing a lunatic at the head of the Judiciary—but it may be asked, why the President nominated such a man? the reason is, he did not know his infirmities at the time he made the nomination. The President knew Mr. RUTLEDGE was a man of great legal knowledge, and of splendid abilities, and that he had been a Patriot, and deserved well of his country, he therefore nominated him? in this respect, as in all others, the PRESIDENT has acted a prudent and magnanimous part."
