Many things at present, both in Europe and America, bear the appearance of an approaching war, notwithstanding some reports that the differences between Great-Britain and Spain are, or may be, amicably adjusted:--Many think that the English nation cannot easily put up with so gross an insult as has lately been given by the Spanish forces, in seizing Falkland's Island, although the Spanish court may pretend it was done without their order or knowledge.--The great reinforcement of the British, Spanish and French navy; the putting many sea-ports in a state of defence; officers upon half pay, and others out of employ, being ordered to give notice of their places of abode, in order that they may be sent to, when his Majesty's service requires their attendance; and, the great demand for seamen still increasing,--gives us room to think, that before long the smothered flame will break out with great violence.
A Gentleman in England writes, of the 6th of November, that Commodore Hood was arrived from hence, all well. That Commodore Proby's command is augmented by six sail of the line; that if more ships are sent out to the Mediterranean a flag will be appointed. That Admiral Knowles is made Lord Admiral of the Russian navy, to have the regulation and direction of the whole, at an appointment of 3500l. sterling per annum, 500l. for expense of his journey, his Lady to have a pension of 1000l. a year, his daughter to be a Maid of Honour to the Empress, a house and 16 servants to be kept for him, and all the civil and military of the marine are to be performed by Sir Charles Knowles. Thus the Russians make mighty strides to become a maritime power, witness the Morca &c. last summer.
