First: Every person in public service should conduct himself in such manner as to be beyond reproach. Integrity is a watchword.
Second: Public servants should always be objective and professional in carrying out their responsibilities. With that approach, loyalty to the service is manifest.
Third: In the selection of personnel, efficiency should be the guiding factor-not friendship or pressure.
Fourth: A public servant is working for all the people. He should at all times be courteous and respectful of others. He should feel a responsibility to help people, not hurt or abuse them.
Fifth: The people should be aware of what their Government is doing and why. Confidence on the part of the people in their Government can only be inspired by giving people the facts. Newspapers, radio and television play an important role. See Page 4.
