Kansas, Virginia Have Bitter Fights on Labor,
Foreign Questions

Four States joined the August primary parade of voters today in selecting party candidates for a total of 37 Congressional seats in the year's biggest primary month, during which a total of 16 States will designate their nominees for State and Federal offices.
The spotlight today is turned on Kansas, Missouri, Virginia and West Virginia, where the chief issues are labor and the pre-war foreign policies of candidates.
In Kansas, Senator Reed, who opposed the closed shop on defense construction projects, is seeking the Republican nomination for Governor. His opponents are Lieut. Gov. Carl Friend, Andrew Schoeppel, former Corporation Commission head, and State Senator Skovard, a foe of the Federal farm program.
Seeking renomination for a fifth term as Senator is Arthur Capper, Republican, who is opposed by John Allison and C. C. Isley.

The bitterest contest of the calendar today is in Virginia, where
Emmett Davison, former Mayor of
Alexandria and Secretary-Treasurer
of the International Association of
Machinists, is opposing the renomination of Rep. Howard Smith,
Democrat. Smith, author of bills
to revamp the labor act to outlaw
strikes during wartime, is accused
by Davison of being a foe of labor
and failing to support the administration in "vital war measures."
Meantime, the Congressman questions Davison's loyalty to his own
union organization.
