The question, Can Spain hold Cuba? is generally receiving a negative answer in the former country from persons well informed as to the real condition of affairs on the island. They do not think it possible for Spain to put down the revolution in a far-off island, and at the same time keep in check the Carlists. The work is too heavy for the men who have undertaken it. They have not yet defeated Don Carlos or driven him from the country. He still holds the field in the North of Spain with an army, the strength of which is computed at over twenty-five thousand men. This being the case it is idle to suppose that the leaders of the Republic at Madrid will send more soldiers to Havana. Such a drain upon the home forces would endanger the safety of the Republic, and that point will not be uncovered to help the Government party in Cuba.
