His majesty's proclamation, relinquishing the right of search in various cases, has thrown the ministerial writers into a sad dilemma. They have toiled for some time past to establish an absurd and unjust theory, and to give to the humid exhalations of their own brains a "local habitation and a name;" but his majesty has dissolved the spell, and the Babel builders and their works are thrown into confusion together. Henceforth the commanders of our ships of war, having received positive information of English seamen serving on board foreign ships of war, are to require of the captains or commanders of the same, to release them, but not to insist on it.-- We trust this measure, added to the recall of admiral Berkeley, will have a happy tendency to settle the dispute between this country and America, and, we hope, is the prelude to a treaty which will unite the two nations in the closest bands of amity.
