The statement of the committee of nine to the Judiciary Committee has been made public.
They propose that when the Underwood Constitution, amended as given below, shall have been adopted by the qualified and registered voters of the State, Virginia shall be admitted to representation as a State in the Union, with the following condition precedent, that the voters of the State at the same time adopt the following:
"The constitution of said State shall never be so amended or changed as to deprive any citizen or class of citizens of the United States of the right to vote in said State, who are entitled to vote by the constitution thereof, herein recognized, except as a punishment for such crimes as are now felonies at common law, whereof they shall have been duly convicted under laws equally applicable to all the inhabitants of the State, provided that any alteration of said constitution may be made with regard to time and place of residence of voters."
The following are the changes alluded to above:
First, the provision for disfranchisement and disqualification contained in article 3, section 1, clause 4, and in section 7 of the same article and that relating to church property in article 12 of said constitution. "Second, the provisions for local organization, government and police contained in article 6 sections 13 to 21, inclusive, those in article 7 and in the two last sentences of article 8, section 8. Third, the provisions relating to homestead and other exemptions in article 11 sections 1 to 7 inclusive. Fourth, that the limitations upon the power of taxation for public free school purposes in article 8, section 8 be changed from 5 mills to 10 mills.
