Latest from Europe. The elegant fast-sailing ship Howard, Capt. Holdrege, arrived last evening from Havre, having cleared on the 17th ult. and furnished Paris papers in the 26th inclusive, containing London dates of the 19th.
The Journal of Commerce, contains an extract from the London Courier of the last date, (12th January.) which states an expedition of 36 vessels of war was fitting out at Brest, of which 8 were ships of the line; 5 large frigates, of a new model, carrying 68 guns each. 4 frigates of the ordinary class, 4 brigs and 5 corvettes; that the utmost activity prevailed in the Dock Yards, the workmen being kept employed even on Sunday -- the destination of this fleet is supposed to be Spanish America.
