FOR PRISON REFORM.

Prof. A. O. Wright, secretary of the Board of Charities and Reform, is preparing a bill to be introduced in the legislature providing for indeterminate sentences and conditional liberation of prisoners in penitentiaries, and for the construction of a new prison for habitual criminals and changing the prison at Waupun into a reformatory for first offenders. Prof. Wright says the construction of a new prison for habitual offenders would be cheaper than the construction of a new reformatory. He says that the prison at Waupun is nearly full and before the expiration of the present biennial period the Waupun prison will be overcrowded.
