JULY, 10.

Saturday arrived here, the Ship belonging to Benjamin Beals, Esq. of Braintree, from Jamaica; last from Charleston. This ship was armed in Jamaica; she saluted the Castle on passing, and the town when she came to off Long Wharf. Upon what principle this ship was armed, and under what commission, they presumed to fire in our harbor, is a question of importance to the Merchants. If the whole commerce of America is thus exposed, by individuals assuming a right to arm themselves, the "constituted authorities" of our country are set at defiance. But the important issue of these transactions will ultimately depend on the disposition of the French Republic.

A few years ago a hue and cry prevailed in this town, against some individuals, that they were arming against the British, the merchants assembled, and so far carried their point, as to put a number of citizens in gaol: but Mr. Beals arms, and has the presumption to declare his violation of our neutrality, by firing in our harbor.
