DRIVE LAUNCHED FOR GEORGIA NEGRO GUARDSMAN

ATLANTA, Aug. 28 (ANP)--A request that Gov. Ellis Arnall immediately establish Negro units of the national guard in the state got a quick reply from the state's chief executive.

The request had come from C. A. Scott, editor and general manager of the Atlanta Daily World, who earlier had been deeply moved by the heartless slaying of four Negroes near Monroe, July 25, and expressed a desire for responsible leaders to exploit every available means at their command to allay fear and violence between the races.

Scott's letter cited the fact that despite general knowledge that some of the lynchers are known, no arrests have been made. "This situation," he warned," is larger than the mere question of Negro physical security, it involves the whole ideal of law, order and decency, to say nothing about justice."

Gov. Arnall replied that he was passing the request along to Georgia's adjutant general, Marvin Griffin, with a request for consideration. He noted that activation of the Georgia National guard was proceeding slowly due to the political changeover.

The request to Gov. Arnall for Negro guards also was sent to Maj. Gen. Miltonberger, chief of the national guard, in Washington.

"As you know I am doing everything possible to ferret out the Walton County lynchings." Arnall said, "and to bring them to justice. Likewise, the federal government is rendering every possible assistance.

"I am violently opposed to mob rule and you may be assured that every precaution will be taken to see that all citizens of Georgia, white and Negro, will be adequately protected insofar as that is possible under law.

"The Georgia National guard has not yet been organized but is now in the process of organization. It is very doubtful if the organization will go forward very rapidly under my administration, due to the political change-over. I am taking the liberty of forwarding your letter to Adj. Gen. Marvin Griffin with the request that he give your recommendations his consideration."
